The beneficiary registry reaches further than the payment: a household can be enrolled and still be paid in cash at a pay point.
Cash pay points carry travel, queues and deductions, and leakage is measured after the fact, if at all.
A programme paying through a channel it cannot reconcile cannot answer a grievance or an audit query quickly.

Who pays, and who keeps what

The structure, not a procurement route.

The programme or its ministry pays for the software and the setup; the citizen pays nothing.
Saleem charges no fee to sender or recipient; FX conversion applies where currencies convert, at the licensed partner's rate. Institutions pay Saleem.
Licensed exchange houses and agents earn their own margin; merchants pay an acceptance fee where value is spent rather than withdrawn.
The government keeps the citizen relationship. Saleem is the rail, not the badge.

Who does what, and who answers for it.

Citizen ownership

The government retains the citizen relationship. Recipient funds are to be held by a licensed custodian and accessed through Saleem interfaces; Saleem does not decide eligibility or entitlement.

Regulated activity

Licensed partners perform regulated money movement, custody, conversion and payout as required in each jurisdiction. Saleem provides instruction validation, screening orchestration, routing, records and reconciliation under the agreed operating model.

Eligibility and entitlement

Who qualifies, and for how much, is decided and held by the programme. Saleem executes the list it is given.

Records and audit

Every payment is recorded once, with an exportable trail for the treasury, the auditor and the public account.
